Every corned beef I have ever purchased came with a tiny plastic bag with spices. A regular brisket probably does not come with one. I looked up what is usually in a spice packet and this is what I found: 1/2 tsp mustard seeds, 2 crushed bay leaves, 8 allspice berries, 1/2 tsp salt, 1/2 tsp pepper – hope that helps!
